Requesting Council approval of 2023-2025 Agreement No. SWMLSWFA-2023-RedmPW-00140 Solid Waste Management Local Solid Waste Financial Assistance Agreement (LSWFA) between the State of Washington Department of Ecology and the City of Redmond for $124,550.33.The City is eligible to receive this biannual grant of $124,550.33 ($93,412.75 Ecology, $31,137.58 City of Redmond) from the Washington State Department of Ecology for July 2023 - June 2025. The goal of the grant program is to provide outreach, education, and collection for the commercial and multi-family organics composting route. Education and operational assistance for recycling and composting at Derby Days is also included.

LSWFA is a biennial, non-competitive grant administered by the Department of Ecology. Past uses of this grant by Redmond includes participation in the Eastside Waste Prevention Campaign (2021-2023); the purchase and installation of water bottle filling stations in City Hall, Public Safety, and other city facilities (2019-21); purchase of recycling containers for City Hall garage (2019-21); outreach and technical assistance to Redmond businesses to reduce waste and recycle more (2017-19).
OUTCOMES:
Outcomes include diversion of organics waste via collection of food scraps and compostables to be processed into compost locally. Additionally, the grant will fund outreach and education to ensure participants compost correctly, avoiding contamination. Education and operational assistance at Derby Days will increase diversion of recyclables, food scraps and compostables, as well as help educate the public on Redmond’s waste reduction efforts.

The commercial and multi-family organics route runs twice per week year-round. Derby Days takes place annually in July.
• Outreach Methods and Results:
The commercial and multi-family organics route will be promoted via letters, postcards, FOCUS, social media, and door-to-door outreach. Results will include both the number of additional participants as well as increase in tonnage on the organics route. Derby Days outreach will be via on-site signage and in-person vendor outreach. Total diversion will be calculated at the end of the event.

ANTICIPATED RESULT IF NOT APPROVED:
The City would lose LSWFA grant funding and look elsewhere to fund the programs included in the grant scope. Redmond would forgo use of LSWFA funds for the current grant cycle but would have the opportunity to reapply for the 2025-27 grant cycle.
