Park Impact Fee Schedule Update

OVERVIEW STATEMENT:
recommendation
The City has been working with FCS Group since October 2025 to update the methodology and rates for the Park Impact Fee schedule in RMC 3.10. Council has received multiple updates throughout this process, including presentations on the current and proposed methodologies, the Standards-Based (20-year) approach, community engagement findings, and proposed updates to RMC 3.10. Based on this work, staff recommends the Standards-Based (20-year) methodology, which aligns the Park Impact Fee calculation with the level-of-service metrics used in the PARCC Plan.

At the September 22, 2026, Committee of the Whole meeting, Council reviewed draft RMC 3.10 updates incorporating the proposed Park Impact Fee rates and requested a side-by-side comparison of the current and proposed rates for its October 27 meeting. This memo and its attachments provide that comparison, summarize the Council direction and information provided to date, and respond to outstanding questions regarding the proposed methodology and rates. The intent is to provide Council with a consolidated reference of the work completed to date and the information needed to move forward.

Following the October 27 meeting, the proposed Park Impact Fee updates will be incorporated into the Impact Fee Omnibus package, which is anticipated to return to Council in November 2026 for consideration of adoption. The omnibus package will also include updates to the Fire, Transportation, and Lake Washington School District impact fee schedules.
