OVERVIEW STATEMENT:

This report provides an informational update on the launch of the Clean Buildings Incentive Program (CBIP), a new city-led program launched in partnership with the cities of Bellevue and Issaquah. The goal of the CBIP is to provide technical assistance and resources to support compliance with the state's Clean Buildings Performance Standard. Redmond's program will prioritize support for multifamily and nonprofit buildings. An overview of the state requirements and City incentive program are summarized in Attachment A.

The updated Environmental Sustainability Action Plan was adopted in December 2025 and serves as the community's strategy to reduce greenhouse gas emissions (GHG) and enhance resilience to climate impacts. Council also adopted a Climate Emergency Declaration, which was integrated into the ESAP and identifies key sustainability objectives for the City's work. This program directly supports implementation of Big Move 1: Make Existing Buildings Better within the 2025 ESAP.
