Preparation for the 2027 Legislative Session
OVERVIEW STATEMENT:

The State Legislative Agenda includes the City’s top priorities and funding requests for the legislature. This presentation will review an updated draft legislative agenda (Attachment A). The prior version presented at the September 8 study session is included for reference (Attachment B).
Front page changes:
Language has been streamlined for succinctness.
At the September 8 study session, staff raised the possibility of adding multi-family property tax exemption clarification language, but upon further review it is not added.
Regional page changes:
Language has been streamlined for succinctness.
On technologies, added request for swift action and identifies concern over surveillance. Vehicle miles traveled reduction was removed; it is covered by environmental statements elsewhere.
City support page changes:
Language has been streamlined for succinctness.
On housing, removed reference to condominiums to save space because it is covered by homeowners. Added percentage renters. Added concern with administrative fees. Removed reference to needing adequate funding tools because it is covered elsewhere.
On environmental, updated 2030 goal to 2040. Made a more clear reference to City support of clean technologies. As mentioned in the last study session, an example would be battery energy storage systems.
On community vitality, added reference to immigrants, refugees, and asylum seekers.
On public safety, added reference to legal services as a related category with indigent defense. This is a new request that needs Council discussion. Added treatment alternatives and drug education for youth that had been inadvertently removed from the end of the draft.
