Approval of Data Use Agreement between the City of Redmond and the Washington Data Exchange for Public Safety Project Data Automation Group
OVERVIEW STATEMENT:
recommendation
In 2021, the Washington State Legislature enacted Senate Bill 5259, directing the State Attorney General's Office to build a police use of force database to enhance transparency and accountability. The Washington Data Exchange for Public Safety Data Automation group (WADEPS), housed at Washington State University (WSU) was selected to collect and publicize all use of force incidents by law enforcement in the State. The database has yet to become operational while a vendor was selected, and the scope of work was agreed upon.
The Redmond Police Department was selected to work with WADEPS and share the department's use of force data, provide feedback on their public dashboard, reporting, and data analytics capability, and report any bugs or issues encountered within the system prior to the system and process going live.
A Data Use Agreement (DUA) is required for WADEPS to access the police department's Computer Aided Dispatch (CAD) and use of force records for the past five years. The department is seeking Council's authorization to enter into this agreement as a significant step necessary for implementing a system and process to comply with the law.
