Update to Planning Commission Rules of Procedure

OVERVIEW STATEMENT:

Staff recommend that the City Council adopt a resolution updating the Planning Commission Rules of Procedure and an ordinance amending RMC 4.43.080 in accordance with the Planning Commission recommendation provided in Attachment A.

The Planning Commission Rules of Procedure were last updated in August 2022. This update addresses gaps in the existing rules. This update addresses:
Relationship between the Planning Commission and City Council,
Lobbying,
Public participation, and
Records.
