a. Ordinance No. 3228: An Ordinance of the City Council of the City of Redmond, Washington, Approving a Petition by Microsoft Corporation to Dissolve Redmond Community Facilities District No. 2014-01; Making Findings in Support of the Dissolution; Providing for the Remaining Balance to be Repaid to Microsoft Corporation; Repealing Chapter 3.95 of the Redmond Municipal Code; Providing for Severability; and Establishing an Effective Date
OVERVIEW STATEMENT:
recommendation
Community Facilities District (CFD) 2014-01 was established on July 15, 2014, via Resolution No. 1411 (AM) as a public/private partnership between the City of Redmond, Microsoft, and Sound Transit to fund and construct improvements at the Overlake Transit Center (OTC), including a pedestrian/bicycle bridge connecting the east side of 156th Avenue NE to the transit center/light rail station and to the west side of SR 520.
On April 25, 2025, Microsoft petitioned the CFD for dissolution (attachment B) because the only outstanding deliverables, digital wayfinding elements at the Redmond Technology Station, were determined to be addressed through other means not requiring the CFD.
During the July 15, 2025, CFD 2014-01 special meeting, the CFD 2014-01 Board of Supervisors discussed the dissolution of CFD 2014-01 and agreed to move forward with closing out CFD 2014-01. During the September 2, 2025, CFD 2014-01 meeting, the CFD 2014-01 Board of Supervisors adopted a resolution (attachment C) to dissolve CFD 2014-01.
