2023-2028 Capital Investment Program (CIP): Water Utility, Wastewater Utility, and Stormwater Utility


OVERVIEW STATEMENT:
recommendation
At the June 28, 2022 study session, staff will briefly address follow-up items from the June 14, 2022 study session (2023-2028 CIP Review: General Government/Facilities, Parks, and Transportation) and will review the Utility projects/programs in the preliminary 2023-2028 CIP, which are organized as follows:
* Water Utility
o Existing projects/programs
o Revised projects/programs
o New projects/programs
* Wastewater Utility
o Existing projects/programs
o Revised projects/programs
o New projects/programs
* Stormwater Utility
o Existing projects/programs
o Revised projects/programs
o New projects/programs

Note that the 2023-2028 CIP is organized first by functional area and then by existing, revised, and new projects/programs:
* Existing projects/programs are included in the currently adopted 2021-2026 CIP, with the 2023-2028 CIP encompassing only inflationary cost adjustments, minor scope changes, and/or minor timing changes.
* Revised projects/programs are included in the currently adopted 2021-2026 CIP, with the 2023-2028 CIP encompassing significant cost, scope, and/or timing changes.
* New projects/programs are not included in the currently adopted 2021-2026 CIP. They are reflected in the 2023-2028 CIP for the first time.

All funded Utility projects/programs will be organized into summary tables in a PowerPoint presentation being developed by staff. Due to time constraints, staff will highlight selected projects/programs. However, the City Council will be able to ask questions about any project/program during the presentation.
