Update to Bike and Scooter Share Pilot Program

OVERVIEW STATEMENT:
recommendation
After launching in summer 2019, the micromobility pilot (also known as the bike and scooter-share) was paused due to winter and COVID-19. Scooter service was resumed in November 2020, with updates on the pilot program in June 2021 and July 2023. The City and the pilot program vendor have adapted program processes in response to community input to improve program performance and community satisfaction. This Staff Report update is to get feedback from Council on the characteristics of a proposed permanent micromobility program. Following direction from Council, we will return for approval of the permit requirements in early 2024.

A successful micromobility program advances the City's goals by addressing mobility, climate, equity, and safety. The program advances a viable first-last mile mode that is available for all in the City of Redmond. This supports the Transportation Master Plan strategy to improve travel choices by reducing drive-alone trips.
