III.                     DESCRIPTION/BACKGROUND

 

                     Agreement Purpose:  To provide terms and conditions, and to establish a process for City Staff to issue reimbursement vouchers to Redmond businesses that are reimbursed by King County’s Local Hazardous Waste Management Program (LHWMP). The Voucher Incentive Program (VIP) financially assists small businesses to purchase materials to control and manage hazardous materials.

 

Background:  The City of Redmond and King County LHWMP have partnered under the VIP program since 2008. The VIP program provides vouchers to small businesses for reimbursement by King County of up to $599. The vouchers fund best practices for handling, storage, and disposal of hazardous materials. The vouchers are a tool King County and City staff use to support small businesses by reimbursing costs to deploy best practices, protecting the environment and people from hazardous materials. Through this partnership over $50,000 has been reimbursed to Redmond businesses. In the past, no formal agreement was required for the VIP program. Now, King County is formalizing the agreement and processes for issuance of vouchers with all partner jurisdictions. Other partnering cities include Issaquah and Woodinville.  The City Attorney has reviewed the agreement.

 

Project Description: King County LHWMP will provide VIP vouchers to authorized City of Redmond staff. During pollution prevention technical assistance visits the vouchers will be issued to eligible small businesses to deploy hazardous materials management actions. The City’s continued participation in this program will help businesses save money and reduce pollution risks associated with their business.

V.                     IMPACT

 

A.                     Service/Delivery:

 

Approval of the agreement will allow the City to continue providing vouchers to small businesses to appropriately store, handle, and dispose of hazardous materials.

 

B.                     Fiscal Note:

 

None

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

The Council could choose not to authorize the Mayor to sign the Agreement.  City Staff will not be allowed to issue vouchers to Redmond businesses to help incentivize hazardous materials best management practices.

 

VII.                     TIME CONSTRAINTS

 

None.  The agreement is effective for three years from signing.
