III. DESCRIPTION/BACKGROUND
Project purpose:
This project will enhance Mackey Creek and its associated riparian and wetland habitat by removing fish passage barriers, reducing sediment deposition/erosion problems and restoring more diverse stream habitats, managing invasive species, and enhancing native plant communities.
Project Description
This portion of Mackey Creek runs through Farrell-McWhirter Park. This project will re-align approximately 700 lineal feet of the main stem of Mackey Creek and stabilize the creek with large woody materials and habitat boulders to encourage formation of habitat features along the main stem and throughout the creek. The project also includes eradicating 1.6 acres of invasive Reed Canary Grass and planting native vegetation along the creek.
Project Background
In 2014, through a request for proposal (RFP) process, Tetra Tech, Inc. was chosen as the successful consulting firm. The first phase of work documented critical areas in Farrell-McWhirter Park. The original agreement with Tetra Tech included the option to add additional services for future phases of work via supplemental agreements, including design and permitting of stream and wetland enhancements, and other Park improvements, such as creating a Park Master Plan and replacing a restroom facility.
In 2015, following the identification of critical areas in the park, a supplemental agreement with Tetra Tech was approved by Council to design and permit the stream and wetland enhancement project. The design proceeded to 60%, and state and federal permits were submitted in mid-2016. The City received the Army Corps of Engineers permit in March 2018, and worked with Tetra Tech to finish design, specs and cost estimate in May 2018. The project will be constructed in August-September 2018.
Additional Funds
The project requires additional funds to construct the project. There are several contributing reasons for the increased cost of the project. During project design development it was determined that the project would not be successful unless the scope was expanded to include additional work upstream and downstream as well as replace an undersized culvert. The Army Corps of Engineers (COE) Nationwide 27 Permit took 20 months to receive, which was significantly longer than the expected 9-month time period. The permitting delay resulted in additional project administration and construction escalation costs that were not included in the original budget. In addition, additional design work was needed to address comments received from the COE, Washington Department of Fish and Wildlife and Tribes. The additional costs are summarized below.
• Escalation of original project estimate from 2015-2018: $147,082
• Added scope items to address regulatory agency requirements and additional upstream and downstream work: $195,860
• Additional administration and overhead from project start: $25,000
• Additional design for fish passage and channel design: $22,000
Bid Results
The project was advertised in the Daily Journal of Commerce on May 23, 2018. The City Clerk received bids until 2 PM, June 7, 2018.

All bidder’s unit prices, extensions and additions have been checked for accuracy and unbalanced bid items.
The staff recommends award to Olson Brothers Excavating, Inc. the lowest and responsive bidder. The contractor references were checked and found to be acceptable. Olson Brothers Excavating, Inc. successfully completed the Perrigo Park Expansion in 2015.

A. Service/Delivery:
This project will enhance Mackey Creek and wetlands in Farrel-McWhirter Park by removing fish passage barriers, reducing channel erosion and sediment deposition problems, restoring more diverse stream habitat, reducing flooding, enhancing native plant communities and removing invasive plant species.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council could choose not to award the contract which would delay the project construction, and flooding problems and habitat degradation would continue.
