Authorize the Mayor to sign Amendment No. 6 to the Interlocal Agreement between the City of Redmond and the South Correctional Entity (S.C.O.R.E) for the cost of the 2019 inmate housing services.

III.                     DESCRIPTION/BACKGROUND

 

The City of Redmond is responsible for housing inmates detained on misdemeanor charges and contracts with the South Correctional Entity (S.C.O.R.E) for our primary jail services. This facility has reliable availability for women inmates and offers on-site medical and psychological services. This has added to the cost to house inmates. The Interlocal Agreement rolls over year-to-year unless terminated with annual review of the cost to provide necessary services. The S.C.O.R.E Administrative Board adopts their rates annually in June. The new rates will go into effective on January 1, 2019. 

 

IV.                     PREVIOUS DISCUSSIONS HELD

 

The Interlocal Agreement was discussed at the June 21, 2016, Public Safety Meeting and the July 19, 2016, Council Meeting where it was approved for signature. This amendment was discussed at the July 17, 2018, Public Safety Meeting.

 

V.                     IMPACT

 

A.                     Service/Delivery:

 

City Council approval of the attached amendment is requested to increase the bed rate for the guaranteed and non-guaranteed inmate housing. This will ensure that we have appropriate and sufficient inmate housing.

 

B.                     Fiscal Note:

 

The proposed budget for City jail services for 2019/2020 is $1,713,000.00. The change in the booking rates should not affect the budget in a drastic manner. The cost will increase $3,000.00 per month/$36,000.00 for the fiscal year 2018.

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

As an alternative to the staff recommendation, the City Council could choose not to approve this amendment to the Interlocal Agreement.  The City would continue with current contracted jail services with King County at a potentially significantly higher cost.
