III. DESCRIPTION/BACKGROUND
The purpose of this Agreement is to define cost sharing between the City of Bellevue and City of Redmond for the NE Bel-Red Road Overlay Project. The project includes design and construction for pavement repair and overlay, sidewalk repair, ADA curb ramp construction, traffic control, utility adjustments and related improvements. Redmond’s share of the cost will be for the segments of Bel-Red Road between 124th Ave NE to approximately NE 30th Street that are within Redmond city limits. Redmond’s portion of the project is approximately 5% of the total project area.
The City of Bellevue will administer the agreement and will be responsible for design, permitting, regulatory compliance, contracting, construction, inspection and legal services necessary to complete the improvements.

V. IMPACT
A. Service/Delivery:
Resurfacing this section of roadway will extend the service life of the pavement and reduce the need for pothole and pavement repair. Including this work as part of a larger project provides for cost savings versus doing the work as a stand-alone effort.
B. Fiscal Note:
Executing the Interlocal Agreement with the City of Bellevue will cost the City approximately $148,200 to support the design and non-grant funded portion of construction costs for the pavement overlay areas and other associated improvements within Redmond city limits. The dollar amount in the agreement is based on preliminary cost estimates. Redmond’s final share of the project costs will be determined at project completion when actual costs are known. Funding for this effort will come from the Transportation CIP.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council could choose not to approve the Interlocal Agreement; however, this would delay needed resurfacing of a very small portion of the roadway that would need to be repaved at a much higher cost.
VII. TIME CONSTRAINTS
The City of Bellevue has accepted a grant and will be preparing to complete this project in 2020.
