III. DESCRIPTION/BACKGROUND
The stormwater lines in the right of way of 152nd Ave adjacent to Westpark Business Park are in a state of disrepair. City maintenance crews have identified these pipes for replacement based on pipe inspection video recordings. The existing corrugated metal pipes are heavily corroded and large tree roots have entered the pipes at various locations, obstructing water flow during storm events. After evaluating options for replacing the pipe, it was determined that least expensive and less obtrusive construction approach is to slip line the existing pipe with new pipe.
On NE 90th Street, east of 160th Ave NE, there is a large existing perforated stormwater infiltration pipe. The large pipe was designed and installed with perforations prior to the existence of the wellhead protection zone. This pipe was found to be good candidate for slip lining to ensure the integrity of the pipe. When slip-lined, the pipe will no longer infiltrate untreated stormwater into the wellhead protection zone. This will also extend the service life of the pipe which is needed to provide stormwater conveyance.
Bid Results
The project was advertised in the Daily Journal of Commerce on June 28, 2018. The City Clerk received bids until July 12, 2018. There were four (4) bidders. The bids are summarized below:

All bidder’s unit prices, extensions and additions have been checked for accuracy and unbalanced bid items. The contractor’s references were checked and found to be acceptable.
A $2.10 error was found which had no impact on the contractor’s lowest responsible bid. Staff recommends award to NW Relining, LLC, the lowest responsible bidder.

V. IMPACT
A. Service/Delivery:
Relining existing stormwater pipes for 152nd West park and 90th St will reduce maintenance costs and lengthen the life span of the pipe. The 90th pipe will no longer infiltrate untreated stormwater into the well protection zone.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council could choose not to approve the bid award which would delay construction of the project and would sustain a high risk of pipe failure and continued infiltration of untreated stormwater into the well protection zone.
VII. TIME CONSTRAINTS
If the bid is awarded, construction work is expected to begin in August and be completed in October. This project is in high groundwater locations near the Sammamish River. Expensive dewatering operations will be required if the pipe work is not completed in summer-early fall period.
