Approve the final construction contract with Michels Corporation, of Salem, Oregon for the amount bid including sales tax of $519,488.00, plus change orders and bid item increases and decreases, resulting in a final contract amount of $481,815.60, and accept construction of the Wastewater and Stormwater System Rehabilitation Cured In-Place Pipe (CIPP) Project, Project Nos., 20021709 and 20021708 as of August 21, 2018.

III.                     DESCRIPTION/BACKGROUND

 

In 2015 and 2016, City maintenance workers conducted video inspections of City wastewater and stormwater pipes. The video inspections revealed that many existing wastewater and stormwater lines were badly deteriorated and in need of rehabilitation. This project successfully rehabilitated over ¾-mile of wastewater pipe and over 1,200 lineal feet of stormwater pipe using a cured-in place pipe trenchless technology. Existing wastewater and stormwater pipes have been restored with a new interior hardened liner that will significantly increases pipe life span.

 

The wastewater fund was under budget in the amount of $42,699, and the stormwater fund was exceeded in the amount of $60,992. The higher stormwater cost was due primarily to a construction change order for using a higher grade of cured in place pipe material that was less harmful to the stormwater environment.

A.                     Service/Delivery:

 

The project will greatly reduce the risk of future pipe failure and service disruptions in downtown Redmond.  In addition, it may reduce costly emergency response and repair work.

VII.                     TIME CONSTRAINTS

 

Following project acceptance, in accordance with RCW 60.28, the contract retainage will be released upon clearances from the Washington State Departments of Revenue and Labor and Industries, with a mandatory 60-day waiting period for filing of claims and liens.
