Approve the final construction contract with Watson Asphalt Paving Company of Redmond, Washington, for the base bid amount of $1,853,152.90, plus or minus change orders and bid item increases or decreases, resulting in a final contract amount of $1,630,543.02, and accept construction of 148th Ave NE and NE 51st Street pavement Preservation, Project No. 20011501.

III. DESCRIPTION/BACKGROUND
Project Purpose
These projects will prolong the life of the pavement on:
• 148th Ave NE from the SR 520 Bridge to NE 36th Street and
• 51st Street from 148th Ave NE to NE 51st Street
Project Description
On both projects, construction began in May 2017 and reached physical completion in November 2017. The construction timeframe was within the allotted days specified in the contract.
Each project rehabilitated approximately one-half (1/2) mile of deteriorating pavement. Construction on both roadways included:
• Repairing fatigued pavement areas
• Constructing curb ramps to current ADA standards
• Resurfacing the roadway curb to curb with hot mix asphalt
• Lane rechannelization
• Signal loop replacements
The NE 51st Street project also included:
• Replacing damaged and deteriorated storm water pipes (funded by Stormwater CIP) and
• Upgrading sanitary sewer manhole lids (funded by Wastewater Operating funds)
The final contract amount was less than the bid contract amount due to less than expected utility conflicts and better than anticipated condition of underlying pavement on both 148th Ave NE and NE 51st Street.
Budget
The City of Bellevue is reimbursing funds to the City of Redmond in the amount of $149,749 for the portion of the work done on 148th Ave NE that is within Bellevue City Limits. The centerline of 148th Ave NE is the city limit between the City of Redmond and the City of Bellevue, therefore, the southbound lanes of 148th Ave NE within the project limits are in the City of Bellevue. The City of Bellevue entered into an Interlocal Agency Agreement with the City of Redmond naming the City of Redmond lead agency for the 148th Ave NE Pavement Preservation project. The City of Redmond administered the design and construction of the improvements along 148th Ave NE and the City of Bellevue has provided matching funds for the design and construction work on 148th Ave NE within the City of Bellevue.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The Council could choose to not accept the contract.
VII. TIME CONSTRAINTS
Following project acceptance, in accordance with RCW 60.28, the contract retainage will be released upon receipt of clearances from the Washington State Departments of Revenue and Labor and Industries, and a mandatory 45-day waiting period for filing claims and liens.
