                     Martin Pastucha, Director of Public Works                     425.556.2733

                     Mike Paul, City Engineer                     425.556.2721

Steve Hitch, Senior Engineer                     425.556.2891

III.                     DESCRIPTION/BACKGROUND

The purpose of these two Consultant Agreements is to support the City at times of peak workload with water / wastewater / stormwater utilities and transportation engineering services. Increased work demand is anticipated with Sound Transit’s “Downtown Redmond Link Extension” and Microsoft’s “Campus Refresh” development projects.  The selected consultants have experience working within Redmond’s community.  They have an understanding and working knowledge of Redmond’s codes, Standard Specifications and Details, Water/Sewer Design Requirements, Stormwater Technical Notebook, and the Illumination and Traffic Signal Design Manuals.

The Consultant Agreements will be for a performance period of two years with the option to extend for one year.  Their schedule, personnel and team will be negotiated by individual Task Orders specific to the work required.  The City does not guarantee a specific volume of work or total contract amount to each of the consultants.

A staff team from Public Works and Planning reviewed firms on the shared procurement portal. Seven firms, which had Statement of Qualifications that were responsive to the need, were invited to submit proposals: Berger ABAM; BHC Consultants; Carollo;
David Evans and Associates; HDR Engineering, Inc.; HNTB; Jacobs Engineering; KPFF; and Osborn Consulting. After reviewing two high quality proposals, the staff team selected BHC Consultants, LLC and HDR Engineering, Inc.

V.                     IMPACT

A.                     Service/Delivery:

These two On-Call Consultant Agreements provide the resources needed to deliver construction design and engineering review, inspections and other support services.  The City’s ability to deliver projects in a timely manner will be limited without these resources

B.                     Fiscal Note:

These consultant agreements, by themselves, do not have any fiscal impact. They are contracting vehicles that facilitate the efficient delivery of projects that are separately approved by the City Council through staffing agreements, capital project approvals, or other budget approvals. Any task orders for either of these contracts will be individually negotiated with each consultant, subject to prior Council approval of funding for related projects.

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

The Council may choose not to approve these two Consultant Agreements, adversely affecting the City’s ability to deliver projects on time, within budget, and with quality control and assurance standards in place.

VII.                     TIME CONSTRAINTS

With the Microsoft and Sound Transit projects underway, the City has an immediate need for these consultant agreements to be in place.
