III. DESCRIPTION/BACKGROUND
Puget Sound Regional Council (PSRC)
The PSRC Executive Committee authorized distribution of federal grant revenue for the years 2021 and 2022 at the July 26, 2018 meeting. Redmond was successful in both the Regional and Countywide competitions and received nearly $7 million dollars in new transportation revenue for three projects:
o 152nd Avenue Main Street Construction, $4,250,000
o NE 40th Street Shared Use Path Construction, $1,200,000
o NE 90th Street Preservation Design and Construction, $1,400,000

This is the most recent round of PSRC’s biannual competitive distribution of Federal Highway Administration (FHWA) funds for jurisdictions in King, Pierce, Snohomish, and Kitsap counties. Two of the Redmond projects scored particularly high in separate competitions: 1) the 152nd Ave NE project tied for second in the four-county regional competition Surface Transportation Program and 2) the NE 90th Street Preservation project ranked first in the King County Preservation competition and received the maximum award of $1.4m
Projects receiving grant awards in Redmond will help implement Redmond’s Transportation Master Plan and have previously been supported by City Council. Specific actions have included the approval of a design contract for the 152nd Avenue Main Street and the adoption of the 2018-2023 Transportation Improvement Program.
Sound Transit
Redmond is advancing design on the 152nd Avenue Main Street project which includes intersection and corridor improvements from 24th Street to 26th Street. This project helps to implement a portion of the 152nd Avenue Main Street which is part of the City’s Overlake Village Street plan.
Sound Transit’s East Link Record of Decision includes an obligation to implement a southbound right turn lane at the intersection of 152nd Avenue and 24th Street - an improvement already included in the City’s 152nd Avenue Main Street design effort. The parties met to determine the best path forward and agreed that a financial contribution from Sound Transit to Redmond is the most efficient means to implement the turn lane. Sound Transit previously approved a contribution of $1,338,822 to Redmond’s 152nd Avenue Main Street project its April 2018 Capital Committee Meeting and is awaiting acceptance from Redmond City Council.

V. IMPACT
A. Service/Delivery:
This action would generate over $8 million in new revenue for transportation projects in Redmond and is anticipated to fully fund the three projects identified above.
B. Fiscal Note:
PSRC is distributing FHWA dollars which must comply with applicable Federal funding requirements. Both the 152nd Avenue Main Street and the 40th Street Shared Use Path have previously been awarded FHWA dollars and therefore are already beholden to Federal funding requirements. The 90th Street Preservation project does not have Federal dollars at this time but is recommended for both design and construction funding in this action.
Sound Transit funding is administered by the Federal Transit Administration (FTA) and must comply with applicable Federal funding requirements.
If these revenues are accepted then the project budgets are anticipated as follows per current project cost estimates:

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The Council may choose not to accept the transportation revenue in the recommended action. A different revenue source would need to be identified to complete these transportation projects.
VII. TIME CONSTRAINTS
The Sound Transit Capital Committee approved revenue for 152nd Avenue in April 2018. Sound Transit is interested in executing the agreement in a timely manner.
Redmond anticipated PSRC grant awards in Summer 2018 and elected to combine Council action for PSRC and Sound Transit revenue acceptance to be efficient.
