III. DESCRIPTION/BACKGROUND
Project Purpose
The City has identified Wastewater Pump Station No. 13 is in need of replacement as a part of the Capital Improvement Program.
Project Background
Wastewater Pump Station No. 13 was built in 1985 to provide wastewater conveyance for a large area of the Marymoor Business Park. The existing station age and equipment are beyond their useful life and need to be replaced. The pump station has been scheduled for rehabilitation in the Wastewater CIP.
In 2017, the Marymoor Subarea (Business Park) was rezoned from light industrial to a combination of multi-family and commercial. The new zoning requires the pump station system capability to be increased from 675 gallons per minute to a size capable of pumping 2,000 gallons per minute peak wastewater flow. The new wastewater pump system is scheduled to be complete before flows from the rezoned area exceed the capacity of the existing wastewater pump system.
Project Description
This project will design a replacement for Wastewater Pump Station No. 13 with a new station capable of pumping 2,000 gallons per minute of wastewater into a new 12-inch force main along 176th Ave NE and NE 70th St that will discharge to the King County wastewater collector. Approximately 1400 feet of gravity sewer will also be replaced when the new force main is installed. The pump station design and construction work will include replacement of pumps, controls, electrical panel, standby power, valves, piping, addition of safety equipment, and other items identified during design. The new station will be located in an existing easement adjacent to the existing pump station on the Lake Washington Institute of Technology site that is currently in use by the City of Redmond as the Redmond Community Center at Marymoor Village.
The original 2016 cost estimate for the pump station rehabilitation assumed the station would be rehabilitated in the existing location to serve the existing neighborhood with no increase in capacity. The project is now scoped to serve a rezoned Marymoor Subarea (Business Park) that will require a much larger pump station with sufficient capacity to serve the fully redeveloped neighborhood. This has resulted in a significant increase in estimated project costs. The following highlights a few of the significant reasons for the project cost estimate increase of - $10.75 million
• New larger pump station - $6.4 Million
• New larger force main and gravity collection system - $1.5 million
• High Risk Contingency - $2.6 million
• Cost escalation from 2015 to 2018 - $0.25 Million
Consultant Selection Process
As part of the consultant selection process, three (3) firms were selected from the City’s consultant roster and invited to submit proposals. The firms were:
BHC Consultants, LLC Seattle WA
Murry Smith and Associates Seattle WA
HDR Inc. Bellevue WA
Two firms responded and delivered proposals. The City’s selection team evaluated the proposals and determined that BHC Consultants, L.L.C. was the most qualified firm to provide design and construction services for this project.
After selection, negotiations were held to finalize the scope of work and to determine a fair and reasonable cost for this work. The scope and fee have been incorporated into the City’s Standard Consultant Agreement (Attachment B).

This agreement will allow BHC to design the Wastewater Pump Station No. 13 replacement.

V. IMPACT
A. Service/Delivery:
This project will replace an aging wastewater pumping station. The replacement of this station will assure continuation of service to the rezoned Marymoor Subarea neighborhood. This agreement includes the preparation of construction plans, specifications, cost estimates and engineering services during construction.

The additional cost for the upsized pump station will be paid for through an assessment placed upon new development to pay for the upgraded systems required to address the additional wastewater flow capacity.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
The City Council may choose not to approve the consultant agreement for the design of the project; however, this action would delay the completion of this project.
