III.                     DESCRIPTION/BACKGROUND

 

The stormwater lines located in the right of way of 152nd Ave NE adjacent to Westpark Business Park were in a state of disrepair. City maintenance crews had identified these pipes for replacement based on field pipe inspection and video recordings. The existing corrugated metal pipes were heavily corroded and large tree roots had entered the pipes obstructing water flow during storm events. After evaluating options for replacing the pipes, it was determined that least expensive and less obtrusive construction approach was to slip line the existing pipe with new pipe. The work has been successfully completed and the new pipe installation is now allowing stormwater to freely flow.

 

On NE 90th Street, east of 160th Ave NE, there was a large existing perforated stormwater infiltration pipe. The large pipe was designed and installed with perforations prior to the existence of the wellhead protection zone. This pipe was found to be a good candidate for slip lining to ensure the integrity of the pipe. The slip line pipe has been installed and water no longer infiltrates into the well head protection zone.

 

The two projects were delivered on time and under budget. During the design phase, cost research revealed that the single source slip line pipe needed for the project was unavailable due to long fabrication time. This meant that the bid contractor would only be able to get on the list for purchase after bid award pushing the construction into the wet season. In order to expedite the project, the City, during the design phase purchased and staged the pipe at the Maintenance Operations Center. The pipe was waiting for the bid contractor, Northwest Lining, LLC, allowing the work to be completed in the summer construction season at a significant savings.

V.                     IMPACT

 

A.                     Service/Delivery:

 

The project greatly reduced the risk of future pipe failure and flooding on of 152nd Ave NE. On 90th Street, the slip-lined pipe will prevent untreated stormwater from infiltrating into the wellhead protection zone.

 

This project also extended the service life of both pipe systems.

VII.                     TIME CONSTRAINTS

 

Following project acceptance, in accordance with RCW 60.28, the contract retainage will be released upon clearances from the Washington State Departments of Revenue and Labor and Industries, with a mandatory 60-day waiting period for filing of claims and liens.
