III. DESCRIPTION/BACKGROUND

The Six-Year Transportation Improvement Program (TIP) is a state-mandated planning document which contains all significant transportation projects anticipated to be built or to compete for grant funding within the next six years. Projects are shown in Redmond's TIP when they are consistent with financial planning documents or are being advanced through private development, including:
* Redmond's 2019-2024 6-Year Capital Investment Program (shown as funded)
* Projects committed in development agreements (shown as funded)
* Active private development construction (shown as funded)
* Potential grant candidates and are in the Capital Investment Strategy (shown as unfunded)

TIP projects align with the proposed Capital Investment Program. Therefore, it is recommended that the TIP be approved on December 4, 2018, concurrent with the 2019-2020 Budget - the same approach was utilized for the TIP and 2017-2018 Budget adoption.
