III. DESCRIPTION/BACKGROUND
Bear Creek is migrating into the Avondale Road roadway embankment north of Novelty Hill Road. Significant erosion has occurred at the slope toe, causing settlement of the embankment and resulting in minor sidewalk undercutting. The creek migration has also damaged two stormwater outfalls. It is estimated that the creek has laterally migrated about 90 feet from its 1936 location.
Bear Creek is a critical part of WRIA8’s Chinook Recovery plan, so one of this project’s primary focus will need to be improving the instream habitat of this reach. The project has the dual purpose of repairing the Avondale Road embankment and providing an environmental improvement to Bear Creek.
Because of this dual goal, the project will be funded by both Transportation and the Stormwater Capital Improvement Program budgets. Funding has been budgeted in the CIP for design and construction.
Process to Date
• The erosion was identified by City staff in 2017. In the Spring of 2018 a consultant team was hired under the On-Call agreement to review available data and determine if an emergency fix was required. The consultant determined that is was not an emergency, but that monitoring should be conducted.
• The slope has been monitored with regular survey since summer 2018, through an on-call agreement.
• Early 2019 the City initiated the project and advertised for the alternatives analysis, permitting, and preliminary design work. City staff have selected RH2 Engineering to do the work and are currently scoping the contract.
• May 2019 the consultant agreement was brought before the Planning and Public Works Committee of the Whole. It was approved for consent agenda for June 4, 2019 Council meeting

V. IMPACT
A. Service/Delivery:
Avondale Road has an average daily traffic count over 30,000 vehicles. It is a key arterial into town. Not protecting it could lead to loss of use and significant traffic impacts
B. Fiscal Note:
Current Project Budget:
Stormwater CIP $436,000
Transportation CIP $436,000
Total Funding $872,000
Costs:
Preliminary Design Phase $247,761
VI. ALTERNATIVES TO STAFF RECOMMENDATION
None. Avondale Road is a key arterial into Redmond; not approving this preliminary design work could lead to loss of use and significant traffic impacts.
VII. TIME CONSTRAINTS
Though the project is being monitored and not treated as an emergency, it is still urgent that we protect this embankment. The permitting process is lengthy for work in Bear Creek, so we are pushing to submit permits quickly
