I. RECOMMENDED ACTION

Award the bid for the NE 51st Street Improvements, City Project No. 20021604, to Marshbank Construction, Inc. of Lake Stevens, Washington, for the amount bid of $4,129,413.48, and authorize the Mayor to sign the contract. Approve Supplemental Agreement No. 3 (NE 51st Improvements) with Huitt-Zollars for $180,561.18 and Supplemental Agreement No. 1 (HAWK Signal) for $20,264.92 for additional design and construction support services and authorize the Mayor to sign the agreements.

III. DESCRIPTION/BACKGROUND

The purpose of this project is to increase vehicular, bicycle, and pedestrian capacity and safety on NE 51st Street between the westbound SR 520 intersection and 156th Avenue NE. The project will also provide a new pedestrian crossing on 156th Avenue NE at the 4800 block near the Onyx Apartments driveway, location of two Metro Transit stops.

Background

The NE 51st Street project includes adding turn lanes at both 154th Avenue NE and 156th Avenue NE, and bicycle lanes from the vicinity of the eastbound SR 520 ramps to 154th Avenue NE, funded by the CFD 2016-1.
