III.                     DESCRIPTION/BACKGROUND

 

Hartman Park is one of the City’s most visited recreational facilities. With three lit synthetic sports fields, two tennis courts, multiple basketball hoops, a playground, and wooded walking trails, the park hosts thousands of visitors every year. The synthetic sports fields are a major component of the park and are used year-round.

 

In 2006, Hartman Park Fields 5 and 6 were converted from natural grass to synthetic turf.  After thirteen seasons of play, the synthetic turf has reached the end of its useful life.  This is within the expected lifespan of the product for this application given the high usage rates. The existing turf fibers are excessively worn and require replacement to provide a safe and consistent playing surface that can be properly maintained.

 

 

 

 

IV.                     PREVIOUS DISCUSSIONS HELD

 

On August 13, 2019, the City Council Planning and Public Works Committee was briefed about this project.

 

V.                     IMPACT

 

A.                     Service/Delivery:

 

Replacing the existing synthetic turf will provide a safe, high-quality, multi-use sports facility for the citizens of Redmond.

 

The turf system selected for this project includes thermoplastic elastomer (TPE) infill with a polypropylene shock pad. The turf system has been reviewed and approved by the City’s Wellhead Protection Division

 

B.                     Fiscal Note:

 

In the 2019-2020 City Budget, the City Council approved $1,247,721 in the capital budget for the Hartman Park Turf Replacement Project.

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

Council could choose not to approve the Hartman Park Turf Replacement contract, which would lead to continued degradation of the synthetic turf system. The field would reach a point at which safe playing conditions could no longer be maintained and the fields would be closed.

 

VII.                     TIME CONSTRAINTS

 

Synthetic turf installations require dry conditions for the proper installation of infill materials and proper glue adhesion of turf seams. If approved by City Council in August of this year, work would begin shortly after Labor Day and be substantially complete by the end of October 2019. A minor delay would push the project to the wetter and colder conditions in November. A major delay would result in project postponement to September of 2020.
