III. DESCRIPTION/BACKGROUND
The City of Redmond began participating in the EnviroStars Green Business Program through a New Member Addendum that was executed in 2017 (Attachment A) under the terms of the EnviroStars Green Business Program Memorandum of Agreement (MOA) (Attachment B). The Duration section in the 2017 EnviroStars New Member Addendum to the MOA implied a new Addendum or MOA would be created in 2019. No addendum or MOA is anticipated to be created by the EnviroStars Fiscal Agent, so the City requested the New Member Addendum be revised. The revised language allows the New Member Addendum to remain in effect for the same term as the EnviroStars MOA. The City Attorney has reviewed and approved the revised New Member Addendum language (Attachment C).
Background
In 2017 the city joined the EnviroStars Program. The EnviroStars Program is a statewide hub for businesses to learn how to green their practices, track progress, and get recognized for their achievements. The EnviroStars Green Business Program can help businesses save money, protect the environment, be more efficient, and attract new customers through free regional digital advertising and a customer facing Green Business Directory.
The EnviroStars program has reached 651 businesses statewide; 351 businesses successfully submitted applications, and 286 achieved EnviroStars recognition. In Redmond, 15 businesses have become recognized including Redmond City Hall (Attachment D).

VI. ALTERNATIVES TO STAFF RECOMMENDATION
There are no alternatives to the staff recommendation as the City did not request to opt out of the EnviroStars Program prior to the 2019 calendar year. The City has been working with businesses throughout 2019 toward recognition under the program utilizing program resources. Approval of the revised EnviroStars Member Addendum will honor the City’s current commitment for 2019.
VII. TIME CONSTRAINTS
The annual member fee for participation in the EnviroStars Program was due in early 2019 and has not been paid. The City will not pay the member dues until the revised EnviroStars member Addendum is approved.
