III. DESCRIPTION/BACKGROUND
The City owns and operates a four and one-half million-gallon (4.5 MG) water storage tank in SE Redmond. The tank is located at 18609 NE 65th St., across the street from Fire Station 16 and Genie Industries. The steel tank was constructed in 1996 and is scheduled for exterior and interior paint recoating.
The contract consultant, Gray & Osborne Inc., has completed their preliminary evaluation of the existing tank coatings as well as the seismic structural design from 1996. The evaluation report recommends that the tank re-coatings move forward, and the seismic design be updated to a higher structural performance level. This project will also make other improvements to the tank, installing new safety railings, storm gutters, support piping and telemetry system updates.
The water tank will need to be taken off-line and drained during construction to recoat the interior surfaces and to upgrade the seismic system. The temporary shutdown will occur outside of the summer peak period. The shutdown will have no impact to water service because of the built-in redundancy of the City water system. Education Hill and Perrigo water tanks are capable of providing continuous water supply while the SE Redmond Tank is under construction.

V. IMPACT
A. Service/Delivery:
When the SE Redmond Tank painting and seismic upgrade is completed, the water storage tank will have an extended life cycle and will continue to deliver water utility service to business and residences for many more years. Further, the steel tank will have an increased structural strength in withstanding damage from an earthquake.

Project was fully funded with Council approval of 2019-2020 budget.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
The Council may reject the proposed consultant agreement for the painting and seismic upgrade for SE Redmond Tank. Delaying the painting protective coating and seismic upgrade could reduce the operational performance of the water tank.
VII. TIME CONSTRAINTS
The water tank diameter is over 100 feet, the height is over 60 feet. The exterior and interior tank paint surfaces will have to be sand blasted and painted. The tank interior and exterior area covers a larger area than two football fields. The seismic work will also be time consuming. The outer steel tank ring will likely have to be reinforced. Construction for the project may take up to ten months.
