III. DESCRIPTION/BACKGROUND
The Washington State Department of Ecology has offered the City a Stormwater Capacity Grant in the amount of $50,000 to support implementation of the Western Washington Phase II Municipal Stormwater Permit (NPDES Permit). This is a non-competitive grant, offered to Western Washington communities every two years. There are no match requirements for the grant.
The City has previously received funds under this same grant program - most recently, $50,000 for the 2017-2019 grant cycle. The 2017-2019 funds were used to help purchase a slope mower for stormwater pond maintenance; create a Low Impact Development Assessment Tool for use by developers; purchase outreach and educational materials for the pet waste outreach program; and fund spill investigation activities.
The 2019-2021 Stormwater Capacity Grant will be used to purchase additional equipment or safety gear to support stormwater system inspection and maintenance activities, replenish spill response supplies such as absorbent pads and booms, and purchase materials to support permit-related community outreach campaigns (e.g., pet waste stations or supplies).

V. IMPACT
A. Service/Delivery:
Acceptance of the Capacity Grant facilitates City efforts to fully meet stormwater permit obligations related to maintenance and operations, spill response, and public outreach and education.
B. Fiscal Note:
Maximum eligible expenditure under this grant is $50,000. Grant monies are available now. Washington State Department of Ecology’s Water Quality Program provides 100 percent of the monies. No match is required.
VI. ALTERNATIVES TO STAFF RECOMMENDATION
Not accepting the grant would forfeit the available funds from the Department of Ecology and impair the City’s ability to effectively implement our NPDES Permit.
VII. TIME CONSTRAINTS
Grant funds must be fully expended by March 31, 2021. Ecology has requested that the City sign and return the grant agreement by November 4, 2019, if possible.
