III.                     DESCRIPTION/BACKGROUND

 

Each year the City Council adopts a State Legislative Agenda to identify the City’s priorities for the upcoming State Legislative Session.  The legislative agenda guides the City’s work with legislators and day-to-day work before and during the session.  The legislative agenda includes the City’s top priority issues as well as other issues the City supports or opposes.

 

The City Council discussed a Draft 2020 Legislative Agenda on November 12, 2019 and on November 19, 2019.  During this last discussion Council approved a motion to add language under the Environment section of Support and Oppose Issues to support the State establishing a reserve for impacts from climate change.  The Legislative Agenda has also been updated with cost estimates for the two transportation projects requested under the top priority issue of Redmond’s Future Transportation Needs.

 

 

IV.                     PREVIOUS DISCUSSIONS HELD

 

Council discussion of the proposed Draft 2020 State Legislative Agenda occurred at the Study Session held on November 12, 2019 and at the Council meeting on November 19, 2019.

 

V.                     IMPACT

 

A.                     Service/Delivery:

 

Council adoption of an annual legislative agenda provides direction for the City’s legislative efforts for the upcoming year.

 

B.                     Fiscal Note:

 

None.

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

Staff has revised the proposed 2020 State Legislative Agenda to incorporate amendment language approved by the City Council at the November 19, 2019 Council meeting.

 

VII.                     TIME CONSTRAINTS

 

City Council adoption of a 2020 State Legislative Agenda is scheduled for the
December 3, 2019 Council meeting, so that a Legislative Agenda is adopted prior to the 2020 legislative session, and direction is provided to the City and its lobbyist on legislative issues that are important to the City. 

 

The Mayor and Council are scheduled to meet with 45th and 48th District Legislators on January 7, 2020 to discuss the City’s legislative priorities for 2020.
