III. DESCRIPTION/BACKGROUND
Puget Sound Energy
Puget Sound Energy (PSE) has electrical facilities at NE 40th Street that need to be relocated to accommodate the 40th Street Trail Grade Separation project. Cost estimates for this work are $394,155. PSE intends to complete this relocation work prior to the construction of the project to avoid overlapping work zones.
The PSE work includes relocating vaults and equipment and providing new distribution cables along the west side of the SR 520 westbound on-ramp. The City and PSE have worked together over the last 12 months to minimize the amount of relocation required and have come to agreement on a reasonable cost estimate for the work. With the level of design that has been done for this project, it is anticipated that the final cost for the PSE work will be at or below the cost estimate provided in the agreement unless unforeseen conditions are encountered during the course of the work. The City is required to pay PSE their costs to relocate these facilities. The agreement with PSE for Council approval is provided in Attachment B
SR 520 Trail Grade Separation Project at NE 40th Street
This project will improve safety and operations for all users at the intersection of the SR 520 Trail and NE 40th Street by grade separating non-motorized users from vehicle traffic. A tunnel will be constructed underneath 40th Street for pedestrians and bicyclists and associated infrastructure improvements will connect the 520 Trail to the tunnel. Specific benefits of the project include:
• Improved safety for the high volume of pedestrians and bicyclists currently using the at-grade trail crossing, which conflicts with both through and turning traffic on NE 40th Street;
• Improved operations for vehicles and buses by reducing the number of pedestrians and bicycle crossing NE 40th Street; and
• Safe and efficient path for pedestrians and bicycles needing to cross NE 40th Street.

V. IMPACT

The recommended actions will enable construction of the Trail Grade Separation project on schedule
B. Fiscal Note:
The estimated costs of $394,155 for PSE to relocate their electrical facilities along NE 40th Street to accommodate the City’s project is included in the costs for the Construction Phase of the project.

VI. ALTERNATIVES TO STAFF RECOMMENDATION
If the PSE Relocation agreement is not approved, then PSE will not relocate their utilities that are specifically impacted by the 40th Street Grade Separation Project. The relocations are necessary so that customers along 40th Street will have continuous electrical service.
VII. TIME CONSTRAINTS
This agreement needs to be approved concurrent with the Award of Bid for Construction of the SR 520 Trail Grade Separation to maintain the overall project schedule. The PSE relocation work is expected to take one month to complete; this work is scheduled to be finished prior to construction of the tunnel portion of the 40th Street Trail Grade Separation project. Keeping the PSE work on schedule allows the 40th Street Trail Grade Separation Project to be on schedule for substantial completion prior to Sound Transit construction in the fall of 2020 at 40th Street.
