III.                     DESCRIPTION/BACKGROUND

 

The Growth Management Act <http://online.encodeplus.com/regs/redmond-wa/doc-view.aspx?pn=0&ajax=0&secid=606>, RCW 36.70A, provides that Comprehensive Plan amendments can occur no more than once a year with limited exceptions. The City provides an application process by which applications for Comprehensive Plan amendments may be reviewed and considered for inclusion on the annual docket of proposed amendments. Per RZC 21.76.070, City Council reviews and establishes the docket of amendments to be considered in a given year by means of an adopting ordinance. This procedure accomplishes two principal objectives.  First, it enables the City to comply with state requirements for concurrent review of the cumulative effects of all proposed amendments.  Second, detailed review of each amendment can occur as each is brought forward separately to the Technical Committee, Planning Commission, and City Council.

 

Public hearings for the various proposals are held, allowing proposals to be considered and acted upon individually, and enabling citizens to focus their review and comment on areas of specific interest. By adopting the annual docket, the City Council establishes only those items that will be considered by the Planning Commission and City Council; it does not imply that an amendment will be approved.

 

IV.                     PREVIOUS DISCUSSIONS HELD

 

Staff briefed the Planning and Public Works Committee of the Whole on the recommendation of the Planning Commission on May 12, 2020, and provided a staff report to the full Council on May 19, 2020.

 

V.                     IMPACT

 

A.                     Service/Delivery:

 

The process of proposing amendments to the Comprehensive Plan is consistent with the Growth Management Act and ensures that stakeholders have an opportunity to propose changes.

 

B.                     Fiscal Note:

 

Staff does not anticipate additional fiscal impact associated with Council adoption of the Comprehensive Plan docket.  There will be fiscal impacts associated with review and action on individual amendments, including dedicated staff resources and public noticing fees.

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

The Planning Commission’s recommended docket contains eleven proposals. The City Council could choose to add or remove proposed amendments from the list, in which case a new ordinance would need to be prepared for Council action at a future business meeting.

 

VII.                     TIME CONSTRAINTS

 

Approval of the proposed Docket will establish the amendments to be considered in the 2020-2021 review cycle in accordance with the state requirements.
