II. DESCRIPTION/BACKGROUND
The Members of the Council have expressed their desire to review and update the Council Rules of Procedure (ROP). The Council has been discussing their ROP since the beginning of the year at the retreats and facilitated sessions. Discussion occurred at the Study Session on April 28, 2020, was continued to the May 5, 2020 Business Meeting as an Unfinished Business item and was voted on to be continued to the May 12, 2020 Study Session. At the May 5, 2020 Business Meeting, the Council adopted the Council Values document. The Council has had continued discussions as listed below.
