III.                     DESCRIPTION/BACKGROUND

 

RCW 46.61.440 describes where school speed zones shall be located. The speed zone shall be located either 300ft from the marked school crosswalk or 300ft from the border of the school or playground property.

 

Redmond has twenty-four school zones identified in RMC 10.24.065 School zones. Each zone is identified by the street location and zone limits.  Twenty-three of them include school zones that begin and end 300ft from the marked school crosswalk and one school zone begins and ends 300ft from the school and school playground property.

 

Requests were received from Sergeant Julie Beard, Einstein Elementary’s Principal, as well as a school parent, to extend the school zone east of school property. A large apartment complex exists east of the school property. Many children walk to and from school on the sidewalk in this proposed school zone extension area.

 

Currently the ordinance for NE 116th St states the school zone ends 300ft east of the marked school crosswalk. This ends the school zone at the entrance to the school.

 

This proposal will change the school zone to end 300ft east of the school property. This will end the school zone just east of the entrance to the apartment complex.

 

IV.                     PREVIOUS DISCUSSIONS HELD

 

This proposal was presented at 2PW and the Committee of the Whole. Members were in favor of this implementation.

 

The Committee of the Whole asked us to consider reviewing all school zones again and to alert the public via social media.

 

V.                     IMPACT

 

A.                     Service/Delivery:

 

We would like to incorporate this change before school starts in August.

 

B.                     Fiscal Note:

 

This change will require minimal effort and expenses.

                     The “End School Zone” sign will be relocated east to the new location.

                     A new “Begin School Zone” sign and post will be installed westbound, parallel to the End School Zone sign

Both signs will be flagged to alert the public of the school zone expansion.

 

VI.                     ALTERNATIVES TO STAFF RECOMMENDATION

 

None

 

VII.                     TIME CONSTRAINTS

 

Must be installed before the start of school, at the end of August.
