Downtown Parking Management Strategic Plan: Implementation Plan

OVERVIEW STATEMENT:

recommendation

Requesting Council approval of the Downtown Parking Management Strategic Plan to begin work on implementing the recommended strategies that will more efficiently manage existing parking resources. This plan and associated strategies for on- and off-street parking were developed with data from the Existing Conditions Report, vetted by the community and stakeholder group, and reviewed and discussed by the City Council on July 14, 2020.

REQUEST RATIONALE:

 

                     Relevant Plans/Policies:

The Downtown Strategic Parking Management Plan supports and informs updates to the Transportation Master Plan (Chapter 4.6) currently underway and the work of the Redmond Zoning Code update anticipated in 2021.

                     Required:

                     Council Request:

On July 14, 2020 at the Council Study Session, council indicated they would not need an additional study session or staff report and approved placement of this item on the Consent Agenda.

                     Other Key Facts:

In addition to Council review, this plan has been brought to the Downtown Parking Advisory Group and the City of Redmond Planning Commission. The strategies that will be adopted in the Implementation Plan will then be further developed by staff and brought forward to Council as individual policy changes as described in Attachment A.  Approval today is to begin work on the implementation.

 

OUTCOMES:

The Downtown Parking Management Strategic Plan will:

1.                     Support a vibrant Downtown for all users-residents, businesses and visitors - which recognize current conditions and support a sustainable transition into a compact multimodal urban center.

2.                     Maximize safe and efficient management of parking resources in Downtown.

StoryMap, surveys, presentations, meetings.  Results are reflected and incorporated into the Strategies & Implementation Plan.

                     Feedback Summary:

Community support and feedback on the individual strategies is reflected in Attachment A.
