Approval of the Lake Washington Cedar/Sammamish Watershed (WRIA 8) Interlocal Agreement Amendment


OVERVIEW STATEMENT:
recommendation
Staff seeks Council's approval allowing the Mayor to execute an amendment to the Lake Washington Cedar/Sammamish Interlocal Agreement (the WRIA 8 ILA).

* The Lake Washington Cedar/Sammamish Chinook Salmon is listed as a threatened species, under the Federal Endangers Species Act (ESA).
* Redmond is part of an existing ILA among 27 jurisdictions that supports a staff team, housed within the King County Department of Natural Resources and Parks, which coordinates the implementation of the Lake Washington Cedar/Sammamish Watershed (WRIA 8) Chinook Conservation Plan (a.ka. the WRIA 8 Conservation Plan).
* In 2019, Snohomish County left the WRIA 8 ILA citing budgetary issues.
* This amendment re-instates Snohomish County as a participant in the WRIA 8 ILA and re-asserts their financial obligations to support the Lake Washington Cedar/Sammamish Chinook Conservation Plan (the WRIA 8 Conservation Plan).

The City's participation in the WRIA 8 ILA is supported by numerous Comprehensive Plan Policies, notably, "NE-95--Participate in regional efforts to recover species listed under the Endangered Species Act (ESA), such as the Chinook Salmon."
* Required:
The Federal Endangered Species Act (ESA) requires Redmond take actions to conserve Lake Washington Cedar/Sammamish Chinook Salmon. The City's participation in the WRIA 8 ILA fulfills this federal ESA mandate.
