An Interlocal Cooperation Agreement between King County and the City of Redmond was executed in 1992 regarding the development of Redmond Watershed Trails. Section 5 of this agreement addresses King County's financial obligation to support the maintenance, operations, and administration of the trails and support system. Section 5 also defines the periodic review and renegotiation of the agreement every five years, and the conditions that would terminate King County's obligations.

The original Interlocal Cooperation Agreement has been amended four times previously to address the years 2000 through 2004, 2005 through 2009, 2010 through 2014, and 2015 through 2019. The current agreement reflects an inflationary increase to accurately reflect maintenance costs and establishes yearly increases for the agreement period adjusted by the lesser of: (a) the Bureau of Labor Statistics' published consumer price index for all urban consumers (CPI-U), Seattle-Tacoma-Bremerton Annual Average, all items, index base period 1982-1984 = 100, and starting from February 2019, without reference to seasonal adjustments, or (b) three (3%) percent. If the Bureau adopts a different base period for this index, then the parties shall use that base period.
