Award of Bid for the Sodium Hypochlorite Improvements Project to McClure and Sons Inc. in the Amount of $347,091
OVERVIEW STATEMENT:

Water from the City’s five drinking water wells is chlorinated using hypochlorite generation units that were installed between 2001 and 2009. Earlier this year, it was determined that these units have reached the end of their useful life and it is no longer cost-effective to repair them. Some individual components of the present units are more expensive than the cost to replace the entire unit. It was determined that it would be most cost effective to replace them all at once to achieve economies of scale. The project began as a maintenance project but after defining the scope of the replacement project it was determined that the installation would need to follow the Capital Improvement Program project requirements.
An on-call engineering consultant was employed to develop design drawings and bidding documents to facilitate replacement of the hypochlorite units and the project was advertised for construction.
Staff recommends awarding a contract to McClure and Sons Inc., the low responsible bidder. The bidders’ unit prices, extensions, and additions have been checked for accuracy and for unbalanced bid items. References for McClure and Sons Inc. have been contacted and were found to be satisfactory.

ANTICIPATED RESULT IF NOT APPROVED:
Maintenance costs for the current hypochlorite generation units will continue to increase and accrue and construction cost inflation will increase the cost of this construction when it occurs. If a unit fails and repair cannot be performed, it will require replacement and may require loss of use of the associated drinking water well for a period of time until the unit is replaced. If that occurs during the peak season (June-September) this may require costs for additional purchase of water from Cascade.
