Approval of Sewer Service Outside City Limits for an Existing Residence on Parcel No. 312606-9127 for Mena Nair, OSA 20-001
OVERVIEW STATEMENT:
recommendation
Staff seeks Council’s approval to allow an Outside Service Area (OSA) Agreement to provide sewer service for an existing single-family home located on Parcel 312606-9127. Approval of the OSA will:
• Authorize sewer service outside the City Limits to Parcel No. 312606-9127 subject to the owner executing a Utility Extension Agreement with the City as required by Chapter 13.36 Redmond Municipal Code.
• Authorize the Mayor to sign Utility Extension Agreements for this property in a form approved by the City Attorney in accordance with Chapter 13.36 Redmond Municipal Code.
• Authorize Planning to issue a side sewer permit upon payment of all applicable fees, including the sewer stub fee assigned to this parcel.

OUTCOMES:
Approval of service outside the city limits for this property allows the applicant to connect to the existing sewer main in N.E. 109th Street, which drains to the system in Avondale Road. Doing so will allow the existing home to be occupied and will offer protection of the adjacent Class 1 Stream (Bear Creek).

Time Constraints:
Ms. Nair would like get authorization to connect to City services as soon as possible as the home is currently not habitable due to the failure of the septic system.
ANTICIPATED RESULT IF NOT APPROVED:
The City would not provide sewer service and the home will not be habitable.
