Approval to Enter into Two Mutual Aid Agreements (MAA) with WSDOT and other Agencies for Emergency Response
OVERVIEW STATEMENT:

Staff is requesting approval to enter into two standing mutual aid agreements held by WSDOT to allow the City to request and receive requests for assistance in responding to emergencies. The two MAAs are for declared and un-declared emergencies. The Agreements do not obligate any agency to provide resources to others but will serve as an additional tool available for emergency response. The City’s Emergency Preparedness Council has reviewed and recommended approval of these agreements. The Planning and Public Works Council Committee of the Whole recommended this item for the consent agenda of the January 5th, 2021 City Council Meeting.

REQUEST RATIONALE:
• Relevant Plans/Policies:
Chapter V, Section C.5 of the City’s Comprehensive Emergency Management Plan (CEMP) states “mutual aid agreements should be implemented to assure support from alternate sources” for when the City’s resources have been depleted. Objective 1 of the Safe and Resilient budget priority includes using the City’s Comprehensive Emergency Management Plan to “guide programs and develop partnerships.”

RMC 2.20.100 grants the Mayor the power to sign, on behalf of the Emergency Preparedness Council, mutual aid agreements which have been approved by the City Council.

Many of Redmond’s neighboring cities and agencies are currently signatories to these agreements, including: King County, Bellevue, Kirkland, Sammamish, Issaquah, and Seattle Department of Transportation.
OUTCOMES:
These Mutual Aid Agreements were identified by staff as an opportunity to partner with WSDOT and other signatory agencies across the state to increase Redmond’s emergency response capabilities. Resources from outside agencies could be especially beneficial if City emergency response staff - for instance, snowplow crews - were required to quarantine or isolate due to COVID-19 exposure.

Time Constraints:
Staff would like to have these MAAs in place for winter weather emergencies in 2021. Current target: approval by City Council at the January 5, 2021 regular meeting.
ANTICIPATED RESULT IF NOT APPROVED:
Emergency response will continue using internal resources. Requests for mutual aid from other jurisdictions may be made but will not be supported by the streamlined request process and standardized reimbursement process established in these agreements.
