TITLE:
title
Award of Bid to Razz Construction in the Amount of $3,175,727 for the NE 40th Street Stormwater Treatment Retrofit, City Project No. 20021607; and

Approval of Supplemental Consultant Agreement 3 with Otak in the Amount of $211,146 for Construction Engineering Support Services for the NE 40th Street Stormwater Treatment Retrofit, City Project No. 20021607

OVERVIEW STATEMENT:
recommendation
The Stormwater Treatment Retrofit will treat stormwater from SR 520 and NE 40th Street before it enters the NE 40th Street Stormwater Trunk (completed in 2017). High traffic volumes and minimal existing treatment result in the contributing basin having some of the heaviest pollution levels that drain to Lake Sammamish within the City limits. The proposed facility will intercept the stormwater from the existing stormwater trunkline, treat the runoff, and release that treated stormwater runoff back to the trunkline.

Staff recommends awarding the contract to Razz Construction, the low bidder. The bidders' unit prices, extensions, and additions have been checked for accuracy and for unbalanced bid items. References for Razz Construction have been contacted and were found to be satisfactory.

A supplemental consultant agreement with Otak is needed so they can provide services to the City during construction including submittal review, response to questions from the contractor, field observation and assistance with change orders as needed.
