On April 15, 2021, the King County Consortium Joint Recommendations Committee (JRC) approved the distribution of Round 2 Community Development Block Grant-Coronavirus funds (CDBG-CV2) to eligible cities. Redmond was allocated $95,583.
The Joint Recommendations Committee (JRC) is an inter-jurisdictional body that provides funding recommendations and advice on guidelines and procedures for King County and its consortia city partners. The JRC was established through the 2009-2011 CDBG Consortium Interlocal Cooperation Agreement and through King County Code 24.13.
On May 18, City Council approved the utilization of these funds for the purpose of behavioral health services and food security.

Through the passage of the Coronavirus Aid, Relief, and Economic Stability (CARES) Act, eligible jurisdictions received an additional allocation of Community Development Block Grant funds (Round 3). Redmond was allocated $392,857. Eligible activities are required to be consistent with the King County Consortium’s Action Plan and may include services that support housing stability, food security, and behavioral health.
On May 18, 2021, Council approved the recommended allocation of funds as presented by staff. This included a $100,000 set aside to solicit proposals for services needed in response to the lifting of the eviction moratorium.
A Request for Proposals, to allocate the total $195,583 from these two CDBG funding sources, was issued for legal services (support for housing stability), food insecurity, and behavioral health. Thirteen proposals were received by the June 7 deadline and reviewed by the Human Services Commission at its June 14 meeting. The Human Services Commission is recommending distribution of the funds as shown in Attachment A to this memo.
OUTCOMES:
Residents will have increased access to legal services, food, and behavioral health services. These services are for the prevention, preparation, and response to the effects of the COVID-19 pandemic.

Time Constraints:
Staff expects to notify the County of final funding decisions in July and to initiate contracts by early August.
ANTICIPATED RESULT IF NOT APPROVED:
Should Council decline to approve the funding allocation plan, the City would need to propose a new set of uses and begin the process again starting with the 15 day public notice, public comment period, internal committee review, presentation to Parks and Human Services Committee, and approval by City Council. Alternatively, the City could return the funds to the County for use by the entire CDBG Consortium.
