OVERVIEW STATEMENT:

City staff recommends that the City Council adopt a resolution ratifying the 2021 amendments to the King County Countywide Planning Policies and associated 2021 Urban Growth Capacity Report.

During 2021, King County staff developed updates to the King County Countywide Planning Policies (CPPs) in consultation with local government staff and the Growth Management Planning Council (GMPC), a group of local elected officials charged with developing the CPPs. Under the Growth Management Act (GMA, chapter 36.70A RCW), the CPPs establish a framework for guiding planning and development throughout King County. They were first adopted in 1992 and last significantly revised in 2013.

On December 14, 2021, the King County Council unanimously adopted the 2021 King County CPP amendments (King County Ord. 19384) and the accompanying 2021 Urban Growth Capacity Report (King County Ord. 19369). The Urban Growth Capacity Report is a technical document developed by the County and cities that assesses the development capacity for future housing and employment. It is required under RCW 36.70A.215.

In accordance with CPP policy FW-1, the amended policies become effective when ratified by at least 30% of city and county governments representing at least 70% of the county's population.
