Recent excessive misuse of the 911 call system for non-emergency events has engaged and expended limited public safety resources.
OUTCOMES:
The 911 system is intended to efficiently deal with emergencies in the community. Calls for emergency services when no emergency exists place a burden on limited resources and can better addressed through non-emergency response programs such as Mobile Integrated Health (MIH) and the 211 Community Information line. Misuse of the 911 system as defined by this ordinance is more than 5 calls in 90 days when no emergency exists. This ordinance allows for cost recovery related to the misuse of the 911 emergency call system. Additional language has been provided to address concerns raised by the Public Safety committee on potential impacts to vulnerable populations and the potential for use as a revenue source.
