Development of the PARCC Plan includes three main pillars: the community needs assessment; analysis of current system performance; and the development of future project lists. At the previous study session on June 14, council received information about the community outreach methods and results that support our community needs assessment. For this study session, staff will focus on providing council information on the current conditions of our parks and recreation system with an evaluation of the current level of service that is being provided to our community. This session will give an overview of how our current system is performing and set the stage for discussions on the development of future project lists.
Long Range Planning staff will join the discussion to provide an update on the first draft of the Parks, Arts, Recreation, Culture, and Conservation (PARCC) Element policies as part of the Redmond 2050 Comprehensive Plan Update (Attachment D). A Parks and Recreation element of a city’s comprehensive plan is required under the Growth Management Act and must be consistent with the city’s capital facilities plan as it relates to park and recreation facilities. Through the PARCC Element, these requirements are met in the PARCC Plan, which provides specific implementation strategies to carry out the PARCC Element requirements and policies.

The PARCC Plan is updated every six years to remain in compliance with the Washington State Recreation and Conservation Office (RCO). The PARCC Plan update will be brought forward for adoption in Q1 of 2023.
The PARCC Element is updated at least every ten years as part of the Comprehensive Plan periodic update, and amended as needed, usually in conjunction with a PARCC Plan update.
OUTCOMES:
An initial Level of Service summary will be presented at the meeting that shows how the City of Redmond Parks and Recreation offerings are performing against criteria of geography, quality, and quantity. The geographic distribution of Redmond’s Parks and Trails has been evaluated against our goals of providing convenient access to parks and trails. Today, 54% of households are within a 10-minute walk of a developed park, and 70% of households are within a 10-minute walk of a trail access point. The quality of our individual facilities was completed with a full inventory assessment of Redmond’s Parks and Trails. A summary of these results will be shared at the meeting, with the full report attached. Overall, the conditions of Redmond’s Park amenities and facilities are rated highly. Benchmarks on quantity have also been developed to compare Redmond’s delivery of specific park amenities compared to national averages of similar sized jurisdictions. All this data will help inform the development of future amenities and parks projects which can then be adopted in the PARCC Plan as near-, mid- or long-term projects. From the last PARCC Plan, 83% of the identified near-term projects were developed since plan adoption, with three additional projects being completed ahead of schedule.
For the PARCC Element draft policies, staff is seeking Council feedback and input that will be used for a second draft this fall.

• Outreach Methods and Results:
Robust community feedback from the online and statistically valid survey with more than 1,200 responses in 4 languages was received and presented to council in June. Community members were given the opportunity to provide more focused feedback on the types of amenities, recreation programs, and events they would like to see via intercept events. That feedback will be incorporated into the PARCC Plan and as part of the project evaluation criteria.

Time Constraints:

ANTICIPATED RESULT IF NOT APPROVED:
Opportunities for grant funding through the Washington State Recreation and Conservation Office will not be available to the city.
