OVERVIEW STATEMENT:

The 2023-2024 Biennial Public Hearing is the second public hearing on the City's proposed 2023-2028 Capital Investment Program. Public Hearings are a chance for Council and staff to hear the priorities of the community as the City creates a budget for the next biennium.

REQUEST RATIONALE:

* Relevant Plans/Policies:
City of Redmond Fiscal Policies and budget procedures.
* Required:
Public hearings are required under Revised Code of Washington (RCW) 84.55 and RCW 35.34 allowing the Community to appear and give public testimony on the upcoming budget.
* Council Request:
Council requested a second hearing on the Capital Investment Program to allow the Community time to absorb the information presented at the Study Sessions on June 14 and 28, 2022.

OUTCOMES:
The Revised Code of Washington (RCW) 84.55 and 35.34 requires the City hold public hearings to collect community feedback on budget proposals. The first public hearing on the Capital Investment Program was held on July 5, 2022 after the Study Sessions introducing the proposed projects in the 2023-2028 CIP. The second public hearing will give the community added time to scrutinize the projects and provide input before the preliminary budget is presented to Council in October.
