Lake Washington Cedar/Sammamish Watershed (WRIA 8) Interlocal Agreement Amendment
OVERVIEW STATEMENT:

Staff seeks Council’s approval allowing the Mayor to execute an amendment to the Lake Washington Cedar/Sammamish Interlocal Agreement (the WRIA 8 ILA).
• Redmond is part of an existing ILA among 27 jurisdictions that supports actions to conserve federally-list, threatened Lake Washington Cedar/Sammamish Chinook Salmon.
• In 2019, Snohomish County left the WRIA 8 ILA citing budgetary issues.
This amendment re-instates Snohomish County, a participant in the WRIA 8 ILA, and re-asserts their financial obligations to support the Lake Washington Cedar/Sammamish Chinook Conservation Plan (the WRIA 8 Conservation Plan).

REQUEST RATIONALE:
• Relevant Plans/Policies:
The City’s participation in the WRIA 8 ILA is supported by numerous Comprehensive Plan Policies, notably, “NE-95--Participate in regional efforts to recover species listed under the Endangered Species Act (ESA), such as the Chinook Salmon.”
• Required:
The Federal Endangered Species Act (ESA) requires that Redmond take actions to conserve Lake Washington Cedar/Sammamish Chinook Salmon. The City’s participation in the WRIA 8 ILA fulfills this federal ESA mandate.

OUTCOMES:
Adoption of this amendment will help ensure that implementation of the WRIA 8 Conservation Plan is fully funded by restoring the original assemblage of jurisdictional ILA participants.

Because this is purely an administrative action that supports an existing agreement, no outreach to the community is planned for this specific item.
The King County staff team that acts as the service provider for implementation of the WRIA 8 Chinook Conservation Plan, developed the plan using input from ILA member jurisdictions, non-profit organizations, state and federal agencies, the Tribes, and individual citizens. A similar level of public involvement was used to develop the 2017 updates to the conservation plan. In addition, the WRIA 8 Salmon Recovery Council authorizes and oversees the implementation of the WRIA 8 Conservation Plan, and includes representatives from ILA member jurisdictions, non-profit organizations, state and federal agencies, the business community, the Tribes, and the general public.

By rejoining the WRIA 8 ILA, Snohomish County is obligated to contribute approximately $64,000 to the 2020 WRIA 8 Budget and a similar amount annually, moving forward. Re-instatement of the County’s contribution to the WRIA 8 budget reduces the cost share for all other ILA partners including Redmond-i.e., the other ILA members will not have to “make up” for the loss of the County’s contribution.
Redmond WRIA 8 ILA cost share for 2021 will be $25,618.
