I. RECOMMENDED ACTION
recommendation

Approve a consultant agreement with RH2 Engineering for alternatives analysis, preliminary design, and permitting services for the 10000 Avondale Road Erosion at Bear Creek, Project No. 20021807, in an amount not-to-exceed $247,761 and authorize the Mayor to sign the Agreement. Authorize staff to secure property rights necessary to construct and maintain the project.

III. DESCRIPTION/BACKGROUND

Bear Creek is migrating into the Avondale Road roadway embankment north of Novelty Hill Road. Significant erosion has occurred at the slope toe, causing settlement of the embankment and resulting in minor sidewalk undercutting. The creek migration has also damaged two stormwater outfalls. It is estimated that the creek has laterally migrated about 90 feet from its 1936 location.
Bear Creek is a critical part of WRIA8's Chinook Recovery plan, so one of this project's primary focus will need to be improving the instream habitat of this reach. The project has the dual purpose of repairing the Avondale Road embankment and providing an environmental improvement to Bear Creek.
Because of this dual goal, the project will be funded by both Transportation and the Stormwater Capital Improvement Program budgets. Funding has been budgeted in the CIP for design and construction.
