Lake Washington Cedar/Sammamish Watershed (WRIA 8) Interlocal Agreement Amendment
OVERVIEW STATEMENT:
recommendation
Staff seeks Council's approval allowing the Mayor to execute an amendment to the Lake Washington Cedar/Sammamish Interlocal Agreement (the WRIA 8 ILA).
* Redmond is part of an existing ILA among 27 jurisdictions that supports actions to conserve federally-list, threatened Lake Washington Cedar/Sammamish Chinook Salmon.
* In 2019, Snohomish County left the WRIA 8 ILA citing budgetary issues.
This amendment re-instates Snohomish County, a participant in the WRIA 8 ILA, and re-asserts their financial obligations to support the Lake Washington Cedar/Sammamish Chinook Conservation Plan (the WRIA 8 Conservation Plan).

* Relevant Plans/Policies:
The City's participation in the WRIA 8 ILA is supported by numerous Comprehensive Plan Policies, notably, "NE-95--Participate in regional efforts to recover species listed under the Endangered Species Act (ESA), such as the Chinook Salmon."
* Required:
The Federal Endangered Species Act (ESA) requires that Redmond take actions to conserve Lake Washington Cedar/Sammamish Chinook Salmon. The City's participation in the WRIA 8 ILA fulfills this federal ESA mandate.

OUTCOMES:
Adoption of this amendment will help ensure that implementation of the WRIA 8 Conservation Plan is fully funded by restoring the original assemblage of jurisdictional ILA participants.
