REQUEST RATIONALE:
• Relevant Plans/Policies:
Redmond Comprehensive Plan, Redmond Transportation Master Plan, implementing functional and strategic plans, and zoning regulations.
• Required:
The Growth Management Act requires that Washington cities and counties periodically review and, if needed, revise its comprehensive plan and development regulations every eight years. For King County cities the periodic review must be completed by June 30, 2024, per
WAC 365-196-610.
• Council Request:
The City Council requested quarterly reports on project milestones, staff progress, and public involvement.
• Other Key Facts:
Staff will provide updates on the following key project components:
1. Virtual Lobby - The Virtual Lobby will inform the public about Redmond 2050 and elicit input on the following topics:
• Community priorities for sustainability;
• Pains and Gains - aspirations and concerns for the future of Redmond;
• Transportation vision, values, and priorities; and
• Environmental analysis/review scoping in accordance with the State Environmental Policy Act (SEPA), chapter 43.21C RCW;
2. Upcoming parametric modeling;
3. Community Advisory Committee kick-off;
4. Upcoming Existing Conditions Reports; and
5. Growth Targets.
OUTCOMES:
Early public involvement will inform and guide goals and policy updates for the Comprehensive Plan by helping to identify:
• Community priorities for future development;
• Where future growth should be directed;
• How the transportation system should evolve to advance the community’s vision; and
• Environmental concerns and priorities for analysis.
The outcome will be a Comprehensive Plan that reflects the community’s vision for the future of Redmond.
COMMUNITY/STAKEHOLDER OUTREACH AND INVOLVEMENT:
• Timeline (previous or planned):
Community involvement opportunities are active for the Visioning and SEPA components of this project. The first round of “Gains & Pains” activities will be live through the first week of November (questionnaire and a mapping favorite places exercise); the SEPA questionnaire will be live through November 25. A virtual community workshop has been scheduled for November 18.

Visioning and Environmental Analysis. On August 18, 2020, the City Council approved contracts with IBI Group (Community Visioning) and Berk Consulting (Environmental Analysis). The total contract amount of $480,000 will be spent over multiple years. The $218,000 of funding required for 2020 is budgeted in the current biennium and the remaining amount, obligated for the 2021-2022, will be carried forward into the next biennial budget - Budget Offer Number 000250.
Transportation Master Plan Update: $200,000 was approved in the 2019-20 biennium, the majority of which is unspent and will carry-over to 2021-22; an additional $50,000 is proposed for the 2021-2022 biennium in Budget Offer 000343. This funding is from transportation impact fees and supports transportation demand modeling and cost estimating.

Time Constraints:
In accordance with RCW 36.70A.130, King County, and all the cities in King County must complete the periodic review no later than June 30, 2024. A Phase One completion date is expected no later than the fourth quarter of 2022. This is a quarterly update on a multi-year project.
