OVERVIEW STATEMENT:

Development of the PARCC Plan includes three main pillars: the community needs assessment; analysis of current system performance; and the development of future project lists. At the previous study session on June 14, council received information about the community outreach methods and results that support our community needs assessment. For this study session, staff will focus on providing council information on the current conditions of our parks and recreation system with an evaluation of the current level of service that is being provided to our community. This session will give an overview of how our current system is performing and set the stage for discussions on the development of future project lists.
Long Range Planning staff will join the discussion to provide an update on the first draft of the Parks, Arts, Recreation, Culture, and Conservation (PARCC) Element policies as part of the Redmond 2050 Comprehensive Plan Update (Attachment D). A Parks and Recreation element of a city's comprehensive plan is required under the Growth Management Act and must be consistent with the city's capital facilities plan as it relates to park and recreation facilities. Through the PARCC Element, these requirements are met in the PARCC Plan, which provides specific implementation strategies to carry out the PARCC Element requirements and policies.
