OVERVIEW STATEMENT:

Planning Commission recommends adoption of amendments to RZC 21.76.070.J Docketing Process Amendments. These amendments have been developed in response to concerns raised by Councilmembers, Planning Commissioners, staff, and the community. Proposed amendments to the docketing process are intended to provide greater transparency, predictability, and efficiency in the annual Comprehensive Plan amendment process.

OUTCOMES:

Proposed amendments to the docketing process provide for greater transparency, predictability, and efficiency in the annual Comprehensive Plan amendment process. The recommended code amendments: set clear process expectations and timelines for applicants and staff; provide a transparent and predictable annual intake and review schedule for ease of tracking by applicants and community members; refine and clarify threshold decision criteria to evaluate proposals, as well as decision criteria for proposed amendments; formalizes the process for consideration of amendments proposed by Council, the Planning Commission, and staff; and reaffirms Council’s legislative discretion over docketing decisions.

Public comments on proposed amendments were invited at the following public meetings.

                     Outreach Methods and Results:

All individuals and entities (approximately 45) who proposed a Comprehensive Plan amendment or expressed interest in the docketing process during the last five application cycles were notified about the hearing and provided proposed code revisions to review in advance of the hearing.  In addition, the proposed revisions were provided to OneRedmond along with an opportunity for a staff presentation. The public hearing notice was published in the Eastside edition of the Seattle Times on June 1, 2020.  Public notices were posted at City Hall. Notice was also provided by announcing the hearing in the Planning Commission agendas and extended agendas, as well as postings on the City’s web site. 

                     Feedback Summary:

No written comments or public testimony were submitted; however, staff were aware of concerns about the existing docketing process that had been expressed by Councilmembers, Planning Commissioners, and applicants during recent docketing cycles.  These concerns were considered during the development of the code amendment and largely influenced the recommended code language.

Staff does not anticipate a fiscal impact associated with Council adoption of these amendments.

 

Staff anticipates proposing an application fee later this year which may result in a fiscal impact, the details of which would be discussed at the time Council reviews and considers the application fee proposal.

Time Constraints:

Timely adoption of the amendments will ensure that the amended comprehensive plan docketing process is in place for the next docketing cycle beginning on January 1, 2021.

 

 

ANTICIPATED RESULT IF NOT APPROVED:

If the recommended amendments are not adopted, the intended benefits of the process improvements would not be realized, and the docketing process would continue under the current regulatory structure provided in (RZC) 21.76.070.J.
